UKREiiF 2026

Torbay will take centre stage at UKREiiF 2026, bringing its bold regeneration story, strengthened partnerships, and pipeline of investable opportunities to a national audience of developers, investors, and place making specialists.

Since first attending UKREiiF in 2023, where the Torbay Story and the ambition to secure a long-tern regeneration partner were unveiled, Torbay has rapidly become a UKREiiF success story. Later that year, Torbay entered a landmark public-private partnership with Willmott Dixon and Milligan, a collaboration that has since grown in scale, confidence, and delivery momentum.

This year, Torbay’s coastal regeneration narrative will be woven across multiple stages, panels, and invite-only sessions, reflecting the region’s rising profile as a place where innovative thinking meets practical delivery.

Cllr David Thomas, Leader of Torbay Council, said; UKREiiF has become an important platform for Torbay to demonstrate the scale of our ambition and the progress we are making in delivering real, lasting regeneration. Since first sharing the Torbay Story in 2023, we have built a powerful partnership with Willmott Dixon and Milligan and are now moving at pace to unlock new homes, new jobs and new opportunities across our towns.

“This year’s programme shows just how far Torbay has come, our coastal regeneration work is being recognised nationally, and we are proud to showcase a new pipeline of investable projects that will drive economic growth for years to come.

“We look forward to meeting investors and developers who share our vision for a thriving, confident and future focused Torbay.”

Torbay leadership contributions at UKREiiF 2026

Anne‑Marie Bond, Chief Executive, will contribute to two high‑profile sessions at UKREiiF. She joins the invite‑only Innovation Workshop on data‑led placemaking, exploring how long‑term social value can be shaped through evidence‑based decision‑making. She will also speak on Beyond the Seafront: New Models for Sustainable Coastal Regeneration in the Great South West Pavilion. A Milligan sponsored panel chaired by CEO Stuart Harris, examining how national leaders are reimagining the future of so‑called “left‑behind” seaside towns.

Cllr David Thomas, Leader of Torbay Council, will launch the Great South West Housing Prospectus, highlighting key development sites across Torbay. He will also be available in the Great South West Pavilion for informal discussions on Torbay’s pioneering and award-winning hotels‑to‑homes programme and the innovative ways the council is unlocking brownfield sites to deliver much‑needed social housing.

David Carter, Director of Regeneration, will join the invite‑only Coastal Regeneration in Practice masterclass, where Willmott Dixon brings together local authority leaders and coastal specialists to examine the practical drivers of successful coastal regeneration from delivery models to long‑term stewardship.

Jim Parker, Chair of the Torbay Place Leadership Board, will also attend UKREiiF. A driving force behind the Torbay Story since 2022, he continues to champion the region’s potential and plays a pivotal role in promoting Torbay’s offer to investors and strategic partners.

Additionally, both Milligan and Willmott Dixon will be speaking extensively about their work in Torbay throughout the three‑day event, highlighting ongoing activity and future opportunities.

Torbay’s presence at UKREiiF 2026 signals a region moving with purpose. This year, the team will unveil a new investment prospectus showcasing 12 investable opportunities across Brixham, Paignton and Torquay. Together, these projects represent a combined investment of £549 million, will deliver 953 new homes, generate £105 million in annual GVA, and create 1,300 permanent jobs, contributing £48 million in wages each year.

Investors and developers interested in meeting the Torbay team at UKREiiF or wishing to receive a copy of the new Investment Prospectus are invited to get in touch to arrange a conversation with David.Carter@torbay.gov.uk or Emma.Falconer@torbay.gov.uk
