We want Torbay to be a place where people enjoy a good quality of life and where businesses can grow with confidence. We also know that coastal towns like ours face real challenges. That is why we are taking a long-term approach to create lasting change and make the most of everything Torbay has to offer.
Our heritage and culture are a big part of that future. They help shape our identity, attract visitors, and create pride in our towns. By working closely with partners, we are improving the visitor experience and finding new ways to celebrate what makes Torbay unique, while protecting the things that matter most.
Over the next 20 years, we are focusing on three main priorities:

This is a time to look ahead and work together. Torbay has outstanding natural assets, strong communities and real ambition. We want to create a place where businesses can succeed, communities feel connected, and people are proud to call Torbay home.

Torbay has already secured more than £150 million of public sector funding to support jobs, homes and confidence in our area.
We also have an ambitious programme of growth and regeneration across Torbay, with an estimated value of £500 million.
In 2023, Torbay Council created a regeneration partnership with Willmott Dixon and Milligan to help speed up growth and investment in Torbay.
This partnership gives us access to the experience and expertise of organisations that have delivered regeneration projects with local authorities across the UK. It shows confidence in Torbay’s future and supports our ambition to bring forward meaningful change.
Good progress is already being made, with work underway to deliver a joined-up approach to improving how Torbay’s town centres work in the future.

Over the next 10 to 15 years, development is planned across sites in Torquay, Paignton and Brixham, including:

We want to make it easier to move between Torquay, Paignton and Brixham by improving public transport, active travel options and access to parking.
We also want to improve the experience of arriving in Torbay and travelling between the three towns, making the whole area feel more connected, welcoming and easy to navigate.

We are using government funding to help bring forward long-term improvements across Torbay and make it easier for new development to happen. This support helps us move projects forward with more confidence and creates the right conditions for investment.
A big part of this work is bringing brownfield sites back into use and creating good-quality new homes. This includes a strong focus on affordable homes and homes for private rent. We know there is a real shortage of housing in Torbay, especially for key workers, and we want to make sure the people who keep our communities running can afford to live here.
We are looking for a long-term investment partner to work with us across many of our regeneration sites, with the opportunity to grow that partnership over time. Having one trusted partner would help us take a joined-up approach, make better long-term decisions, and bring more certainty to delivery.
