Expressions of interest now being sought

Torbay is at the beginning of a once in a generation transformation journey. Backed by Government investment and with a regeneration partner recently appointed there is now a focus on making the most of the Bay's marine and natural environment. 

Torbay Council are seeking expressions of interest for the lease of one of its landmark buildings Torquay Pavilion, representing an exciting opportunity for a leisure/commercial venture in the heart of the English Riviera. 

Please note, the Pavilion is not for sale, Torbay Council are looking for long term regeneration partners who by working together can move forward and regenerate this historic and important building for the residents of Torbay. 

The Pavilion is an historic building with huge commercial/leisure potential

It is at the heart of Torquay's commercial redevelopment, located adjacent to the busy Torquay Marina with the Council investing in improvements to the public realm around Torquay Harbour. It is also bringing forward regeneration at key sites including a former Debenhams building.

The Pavilion is in a prime tourist area of Torquay seafront with strong seasonal footfall and nearby parking.

Torquay is located on the south coast of Devon and forms part of Torbay alongside Paignton and Brixham. Torquay forms the main retail destination for the area.

Torquay enjoys national train services and direct access to national motorways via the South Devon Expressway. Torquay’s nearest cities are Exeter and Plymouth, which are located approximately 22 miles to the north and 29 miles to the south west respectively.

Torquay Pavilion is a Grade II Listed landmark building situated in the heart of Torquay harbour within Princess Gardens and Royal Terrace Gardens and a short distance from the town centre.

The art nouveau-styled Pavilion was officially opened in 1912 as a musical venue, although spent its early years as a concert hall, theatre, and cinema. In the mid-80’s it underwent restoration before re-opening as an upmarket shopping centre in 1987 until it closed its door in 2013.

The building is spread over two storeys with additional verandas, with a total Net Internal Area of 1,226 sq m.

Torbay Council is now seeking expressions of interest from investors, occupiers, and developers to collaborate together to restore the Pavilion. Enable the building to be returned to an active life, contributing to the vibrancy of the Torquay Harbour area.
