Torbay has already secured more than £150m of public sector support to bring confidence, employment and homes for our community.
We have an ambitious programme of growth and transformation across Torbay, estimated to be valued at £500 million.
In 2023, Torbay Council established a progressive regeneration partnership with Willmott Dixon and Milligan to accelerate growth and regeneration in Torbay.
The partnership means that we can draw on the strength and expertise of businesses with an impressive track record of working with local authorities to deliver regeneration projects across the UK.
The innovative and forward-thinking partnership is an important milestone that displays confidence in the economic future of Torbay.

This initiative directly addresses the acute shortage of key working housing in Torbay, ensuring that essential workers can live and thrive within our community.
We are seeking a long-term portfolio investment partner to collaborate across the majority of our regeneration sites, with the flexibility to expand this partnership as additional opportunities arise. We believe that working with a consistent investment partner will add significant value at every stage of the development process – lowering the cost of capital, reducing risk across multiple sites, and driving long-term sustainable growth.

Union Square is the flagship project set to redefine Torquay’s town centre. This ambitious redevelopment will introduce 100 new homes and new health facilities, while preserving the existing multi-storey car park and the historic Grade II listed Pannier Market.

The proposals aim to transform the former Crossways shopping centre site into 91 new extra care apartments, complete with communal facilities and a day centre. The previous shopping centre has been demolished, and the site is currently serving as a temporary car park.
